The Ballot

A ballot was held to form a Business Improvement District (BID) for Coleraine Town Centre for a 5-year period from 2018 to 2023.

The ballot was conducted entirely by postal vote over 6 weeks by the Independent Scrutineer, Electoral Reform Services (ERS) of 33 Clarendon Road, London N8 0NW.

Ballot papers were sent to all eligible properties identified as responsible for non-domestic rates in the defined BID area. 223 ballot papers were returned with 180 cast in favour.

The result of the ballot is as follows.

Based on this the proposal to establish a Business Improvement District for Coleraine Town Centre Ballot was approved, with a majority of:

  •  80.7% in favour by number.
  •  89.8% in favour by combined rateable value.
  •  The turnout was 36.2%.

Leadership & Governance

BID Levy rules and governance arrangements are set out on pages 10-14 of the Coleraine BID Business Plan (please see here link).

Decisions relating to activities of the BID are made by the Board of Directors in accordance with the BID Business Plan for the benefit and improvement of Coleraine town centre.

The BID Manager presents a report detailing existing and proposed BID projects and associated financial information to the Board and actions are discussed, then if agreed, delivered by the BID team. BID Levy payers may request the minutes of a Board meeting by contacting the BID Manager by email.


Member Communications & Feedback

Updates to BID members are communicated regularly via:

  •  Monthly e-newsletter,
  •  Basecamp Members Only platform 
  •  Annual Report
  •  AGM.  

Our public/visitor-facing brand ‘Our Coleraine’ showcases all the events and experiential activities Coleraine BID deliver to attract footfall to our town and shares a range of good news stories about the historic market town. (Many members use this content on their own social).  We are always happy to share member news here too.

Governance Structure

All directors of Coleraine BID are volunteers from the levy-paying businesses who do not receive any remuneration for their role but do support the team in the delivery of the business plan.   Please find the rules for the election of directors to the board here along with terms of reference for Board Members.  The chair is elected by the board members.
